Compliant on Paper, Self-Performed in the Field

Public work is decided by the file before it is decided by the field. We keep the file ready: SAM.gov registration with a current UEI and CAGE, Virginia SWaM certification for small, micro and minority-owned participation, Virginia Class A and District of Columbia general-contractor licenses, and a $2,000,000 general liability policy with certificates issued on request.

Every estimate we return is a measured takeoff — quantities taken off the drawings to scale, material and labor separated, Market and Davis-Bacon wage bases both carried — so a contracting officer or a prime's estimator can check the number line by line. In the field, our own crews perform the trades that drive the schedule, under the founder's supervision, with daily logs, a written safety plan and a complete closeout package.

FAQs

Common Questions

Can you respond to an IFB, RFP or RFQ?
Yes. Send the solicitation through the proposal form with the due date. We log the clock, attend the site visit, and return a compliant, documented proposal in the format the solicitation specifies.
Do you price to Davis-Bacon?
Every estimate carries both a Market and a Davis-Bacon wage basis, line by line, so the prevailing-wage number is ready the moment the solicitation calls for it.
Are you a small business for set-aside purposes?
New Solutions Developments is certified by the Commonwealth of Virginia as a SWaM business — Small, Micro and Minority-Owned (certificate #845884, valid to August 2031) — and is registered in SAM.gov as a small business under NAICS 236220 and 236118.
Can you work in an occupied facility?
Yes. We phase the work, move noisy and dust-generating tasks off-hours, build negative-air containment, and coordinate daily with facility staff so operations continue.
Do you work as a subcontractor to primes on public projects?
Yes. Primes use us for self-performed trade packages — demolition, drywall and framing, masonry, carpentry, flooring and painting — and to meet small-business participation goals with a sub that actually performs the work.
