About
New Solutions Developments is a Virginia Class A general contractor headquartered in Dumfries, Virginia, serving government agencies, institutional owners and prime contractors across Washington DC, Virginia and Maryland.
Our Story
Michael A. Howard grew up in construction, working alongside his father's company before founding New Solutions Developments in 2021. That background is the operating model today: the owner reads the drawings, builds the estimate, and supervises the crews. The person who signs the proposal is the person on site.
The company was built to serve public-sector owners and the prime contractors who deliver their projects — work that is won on compliance and documentation and kept on execution. We keep the credential file current, price from measured quantities, self-perform the trades that drive the schedule, and close out complete.

How We Operate
Quantities come off the drawings to scale and are cited to the sheet. Material and labor are separate lines. We do not price from allowances and we do not lump trades.
The credentials on this site are the credentials on file today — license numbers, certification numbers, bond and policy numbers — and certificates are available on request.
A project is done when the punch is cleared, inspections are closed, and as-builts and warranties are in the owner's hands together.
Virginia SWaM-certified Small, Micro and Minority-Owned. We help agencies and primes meet participation goals with a contractor that performs the work itself.
English and Spanish across the crew — clear communication with facility staff, residents, inspectors and trade partners.
Headquartered in Prince William County with 24-hour emergency response for facility owners across the DMV.
